After waiting 20 minutes for two commissioners who were no-shows, the remaining quorum voted 3-0 to adopt a budget with only a minor millage increase to offset the smaller tax digest.

Since the rollback rate was used, public hearings were not necessary. Though many citizens were present to listen to the meeting, none of them took the opportunity to speak, unlike some of the past meetings when as much as a 3-mill tax increase was proposed.

Commission Chairman Preston Hawkins called the meeting to order at 10:18 a.m. He was able to reach Commissioner Larry Childs, who thought the meeting was at 6 p.m., but Commissioner Daylon Martin did not answer his phone.

Hawkins asked County Finance Director LaVita Crutchfield to begin the formal procedure to adopt the budget and millage for FY2014, which began Sept. 1.

She reported general expenditures are budgeted at $16,636,501 with estimated income of $12,699,573 in taxes with $3,936,928 from other sources for a balanced budget.

The millage rate for the county’s unincorporated area was set at 18.133, with a rollback of 2.887 for Local Option Sales Tax and an insurance premium rollback of 1.842 for a total of 13.404 mills. That is an increase of 0.094 mills from the fiscal year that just ended.
