Born and raised in Macon, Georgia, Clark graduated in 1955 from Lanier High School for Boys. In 1954, while still in his senior year, he started working at the Robins Air Force Base and enlisted in service with the Army National Guard. On November 20, 1955, Clark married his sweetheart, Marilyn Greene, beginning 68 years together as man and wife. Their family was completed with the birth of their son, Clark Howell Sauls, III, in 1957, and their daughter, Melinda Faye Sauls, in 1963.

After several years working as an equipment specialist appraising aircraft and other equipment, Clark was asked to take a job in the Air Force National Guard. After retiring from Robins Air Force Base, he went on to build houses fulltime. Together, Clark and Marilyn built their own house in 2001. Clark would continue building houses until 2008.

Clark was known as a man who worked day and night and learned many skills over his lifetime, but who also made time to spend with the Lord every day. He went to Sunday School and church every Sunday morning and every Wednesday night. Clark became a church deacon in his early twenties and faithfully served as a greeter and Sunday School superintendent for many years. He partnered with many pastors in the community to visit with shut-ins and the sick.
